Dota 2 content file is locked, what should I do?

I encountered a problem when launching the game Dota 2: the content file was blocked. Because of this, I can’t properly start the game and enjoy the gameplay. I don’t understand why this happened and how to solve this problem, as I’m not very knowledgeable about the technical aspects. I would appreciate help to play again without issues.
